Q: Did any juvenile residential placement facilities hold more minority than nonminority youth in 1997?
A: Nearly half of juvenile residential facilities had 50% or more minorities in their offender population on the census day, October 29, 1997.

  • Overall, minority youth represent 33% of the juvenile population ages 10 through 17 in the United States.
  • Among public facilities, in 28% of facilities minority youth accounted for between 75% and 100% of the offender population. Among private facilities, 21% had minority proportions in that range. A greater percentage of private facilities (30%) than public facilities (19%) had fewer than 25% minority offenders.
