- Most juvenile offenders are held in publicly operated residential facilities (72%). Very young offenders (those age 12 or younger) are more likely than older offenders to be housed in privately operated facilities. Among youth age 12 or younger, 45% were in private facilities compared with 38% of 13-year-olds, 31% of 15-year-olds, and 25% of 17-year-olds.
- As a result, private facilities had a somewhat younger age profile than did public facilities. Sixteen- and seventeen-year-olds together accounted for about half of the population in both public and private facilities, but private facilities had larger proportions of youth in younger age groups.
