2001 Tribal Youth Program

Tribe: Standing Rock Sioux Tribe

Project: Standing Rock Sioux Delinquency Prevention Program

Category: I. Reduce, Control, and Prevent Indian Juvenile Crime; II. Intervention for Court-Involved Youth; III. Improvement to Tribal Juvenile Justice Systems

State: ND

Summary: The Standing Rock Sioux Tribe is improving its juvenile justice system through a three-step process. The first step is completing a coordinated community needs assessment that will lead to the development of a strategic plan for improving the juvenile justice system. The second step is revising the juvenile code based on the assessment and community workshops designed to identify weaknesses in the current code. These code revisions will be recommended to the tribal council. The third step is developing a tracking system for effective case management and service delivery. Critical areas of service delivery are for early-identified, at-risk youth and parents of troubled youth.

Tribe: Turtle Mountain Band of Chippewa Indians

Project: You Have a Friend Project

Category: II. Intervention for Court-Involved Youth

State: ND

Summary: The Turtle Mountain Band of Chippewa Indians is coordinating and providing mentoring and tutoring services for court-involved youth between the ages of 8 and 10. The program works in conjunction with several tribal social services, behavioral health services, and education services. Eight mentors and eight tutors are being hired to work one on one with court-involved tribal youth. The program is being implemented in the context of existing wraparound services that address the mental health and culturally relevant services and treatment needs of Indian youth. The program focuses on correcting behavioral problems, developing positive relationships, boosting self-esteem and self-respect, and nurturing youth to stay in school. By increasing protective factors, the program aims to reduce juvenile delinquency, truancy, and other related problems.
